Twin Cities Chief Phil Green Announces Retirement

How many of us remember Phil when he worked with us at SRPD?  I’ll bet most of us do.  I’m also sure many of you worked with Phil for many years after he left SRPD and helped to form one of the best police departments in Marin County.

Phil has decided to retire after 49 years in Law Enforcement.  Wow!

RETIREMENT OF TWIN CITIES POLICE CHIEF PHILLIP D. GREEN

LARKSPUR & CORTE MADERA, CALIF., December 14, 2009. Twin Cities Police Authority Chief of Police Phillip D. Green formally has announced his retirement, effective August 23, 2010. Chief Green currently is the longest-sitting police chief within the State of California and has been the only Chief for the Authority, which is a combined police department for the City of Larkspur and the Town of Corte Madera.

Chief Green resides in Marin County with his wife Chris, who is Town Clerk for the Town of Corte Madera. He started his 48-year law enforcement career with the San Rafael Police Department in 1961. He was appointed Chief of Police of the Corte Madera Police Department in 1977, and Chief of the Larkspur Police Department in 1979. He was instrumental in the widely-acclaimed consolidation of the two police departments, and was appointed Chief for the Authority, upon its formation, in January, 1980.

In his 29 years as the Authority’s top officer, Chief Green has presided over numerous changes and innovations within the Authority, which has grown to 33 sworn personnel. He formed the first SWAT team in Marin County. He also was one of the first innovators to implement the D.A.R.E. (Drug Awareness Reduction & Education) and C.A.R.E (Child Abduction Reduction & Education) programs. Chief Green was the recipient of a Certificate of Valor awarded him in 1972 by the Marin County Peace Officers’ Association for saving the life of a fellow officer during a shootout in which he himself was seriously wounded. One of the biggest changes he has experienced in law enforcement is the development of electronics, especially the use of computers. Chief Green also has been a key player in the passage of a $20 million bond measure and the planned construction of a new 18,000 square foot police headquarters building, for which groundbreaking will commence in February, 2010.

Chief Green is past president of the California Chapter of the FBI National Academy Associates and of the Bay Counties Peace Officers Association. He is twice past president of the Marin County Police Chiefs Association, as well as twice past president of the San Rafael Lion’s Club and a member of the Chambers of Commerce for Corte Madera and Larkspur. Chief Green holds both a Masters Degree in Public Administration and a Bachelor of Arts Degree from Golden Gate University, and is a graduate of the FBI National Academy. He holds advanced, supervisory, management and executive certificates from POST (California Police Officers Standards & Training).

Chief Green will retire shortly after his eldest son Larry, a lieutenant, will retire from the Oakland Police Department after thirty years. His younger son, Phil, is a former homicide detective and now Sergeant of Special Services, also with the Oakland Police Department. His daughter, Vicki Zink, is married to a now-retired Mill Valley Police Sergeant.

Chief Green upon retirement intends to improve his already-formidable golf game, to spend time with his grandchildren and to expand his travel activities. He is looking forward to his return for the dedication of the new police facility.

The Authority will sorely miss the remarkable leadership and enduring continuity of Chief Green, as well as his collegiality, professionalism and well-developed sense of humor.

The Authority has no immediate plans to announce a successor, although it hopes to have a new chief of police in place by Chief Green’s retirement in August, 2010.
